fa وضعیت راهبردی انجمن‌های صنفی‌ مرتعداران ایران: بررسی نقاط قوت، ضعف، فرصت و تهدید Assessment of strengths, weaknesses, opportunities and threats Iranian Pastoralists’ Guild Association is facing تخصصي Special پژوهشي Research انجمن‌های صنفی مرتعداران از سال 1390 در راستای تقویت پایداری سیستم‌های مرتعداری کشور تشکیل شد. هدف عمده این انجمن‌ها رسیدگی به حقوق مرتعداران و ارتقاء معیشت مرتعداران کشور است. با این حال، ضعف‌ها و چالش‌های قابل توجهی در کنار مزیت‌های این انجمن‌ها مورد بحث و شناسایی قرار گرفته است. این مطالعه در نظر دارد تا وضعیت این انجمن‌ها را از طریق شناسایی نقاط قوت، ضعف، فرصت و تهدید آنها به واسطه تحلیل راهبردی SWOT تعیین کند. در گام اول شناسایی عوامل موثر بر انجمن‌های صنفی از طریق انجام مصاحبه‌های فردی و برگزاری کارگاه‌های SWOT صورت گرفت. در گام دوم 202 عامل شناسایی‌شده در معیارهای مختلف از طریق برگزاری کارگاهی متشکل از کارشناسان، اعضای هیأت مدیره انجمن و نمایندگان مرتعداران به 86 عامل (20 قوّت، 32 ضعف، 17 فرصت و 17 تهدید) خلاصه‌سازی شد. در گام سوم از طریق طراحی پرسشنامه نیمه‌ساختار که روایی و پایایی آن تأیید شده بود، به تمامی عوامل از طریق 560 پاسخ‌دهنده (مدیران، کارشناسان اجرایی، اعضای انجمن‌صنفی و اعضای هیأت مدیره انجمن) وزن‌ داده شد و اولویت‌بندی صورت گرفت. در آخرین گام تجزیه و تحلیل داده‌ها بر اساس چارچوب روش تحلیل راهبردی SWOT انجام شد و از طریق وزن‌نهایی عوامل درونی (قوت‌ها و ضعف‌ها) و عوامل برونی (فرصت‌ها و تهدیدها)، موقعیت راهبردی انجمن‌های صنفی مرتعداران ایران مشخص گردید. نتایج اولویت‌بندی، عامل "نقش انجمن‌های صنفی مرتعداران به عنوان کانال ارتباطی و تسهیل‌گر مابین نهادهای اجرایی و بهره‌برداران" را به عنوان اصلی‌ترین عامل قوّت، عامل "کمبود اعتبارات دولتی برای تشویق‌های مرحله راه‌اندازی و تأثیر آن بر کارکردهای انجمن‌های صنفی مرتعداران" را به عنوان اصلی‌ترین عامل ضعف و عوامل "تعدد زیاد فارغ التحصیلان مرتع در کشور فرصتی برای فعالیت و حمایت از انجمن‌های صنفی" و "عدم وجود رابطه متقابل مابین انجمن صنفی مرتعداران با نهادهای مرتبط با منابع طبیعی" را به ترتیب به عنوان مهم‌ترین فرصت‌ها و تهدیدها شناسایی شدند. همچنین موقعیت راهبردی انجمن‌های صنفی به عنوان تهاجمی تعیین شد که به معنای استفاده از فرصت‌های موجود برای تقویت و بهره‌وری از قوت‌های انجمن‌های صنفی است. با استفاده از نتایج این مطالعه، انجمن‌های صنفی قادر خواهند بود در راستای ارتقاء وضعیت با شناخت دقیق عوامل مؤثر بر عملکرد انجمن تلاش کند. Iran Pastoralists’ Guild Association (PGA) has been established since 2011 to promot sustainability of rangeland management systems. The main purpose of PGA is supporting pastoralists’ rights and improving rangeland exploiters livelihood. Although PGA has lots of benefits, many weaknesses and challenges is associated to it’s functionalities. The aim of this study was to determine the PGA strategies by identifying their strengths, weaknesses, opportunities and threats in the SWOT framework. At the first step, affecting factors on PGA’s activities were identified through conducting individual interviews and executing SWOT workshops. As the second step, 202 extracted factors of different criteria were summarized into 86 factors (20 S, 32 W, 17 O and 17 T) through a workshop consists of experts, faculty member of the PGA and pastoralists representatives. At the third step, whole of the summarized factors were given weights and prioritized through a semi-structural questionnaire which its validity and reliability had been proved. Questionnaires were distributed among 320 respondents (executive managers and experts, guilds’ members and guild’s faculty members). At the last step, data were analyzed based on SWOT strategic analysis method and strategic position of pastoralists’ PGA identified based on Internal Factors (IF, strengths and weaknesses) and External Factors (EF, Opportunities and Threats) final weights. Through findings, “the role of pastoralists’ PGA as the linking path and facilitator between executive organizations and pastoralists” was introduced as the most important strength, and “deficiency of government financial support to encourage the launch phase and its effect on pastoralists’ guild association functions” was recognized as the most important weakness. Also, “high number of graduated students in rangeland management field of study in the country and their potential for activity and supporting of guild association” and “lack of mutual relationship between guild associations and natural resources institutions” were introduced with the highest priority in opportunities and threats, respectively.
