fa بررسی چالش‌های بهره‌برداری چندمنظوره از مرتع با استفاده از تحلیل شبکه اجتماعی(مطالعه موردی: مرتع شاه البرز-استان طالقان) Examining the Challenges of Multi-Purpose Use of Rangeland Using Social Network Analysis (Case Study: Shah Alborz Rangeland, Taleghan Province) تخصصي Special پژوهشي Research سابقه و هدف: در استفاده چندمنظوره ارزش خدمات اکوسیستم از طریق همزیستی چندین نوع فعالیت از جمله دامداری و اکوتوریسم نمایان می¬شود. مرتع شاه البرز نیز با داشتن ویژگیهای اکوتوریسمی (دشت، رودخانه، غار و ...) از پتانسیل استفاده چندمنظوره برخوردار است در حالی که استفاده غالب آن چرای دام است. از آنجایی که عملی کردن چنین اقدامی با برخی از چالش¬ها از سوی نهادهای مربوطه مواجه است در این تحقیق به شناسایی چالش¬ها و معرفی استراتژیها جهت استفاده اکوتوریسم و تهیه نقشه ذینفعان پرداخته شد. مواد و روشها: به منظور ارزیابی شبکه و تجزیه و تحلیل ذینفعان تعاملات بین 23 ذینفع مرتبط با صنعت اکوتوریسم در مرتع شاه البرز ترکیب ‌شد تا بینش‌هایی در مورد اثربخشی تعاملات ذینفعان ارایه ‌گردد. اطلاعات مورد نیاز از طریق توزیع پرسشنامه بین ذینفعان و بهرهبرداران مراتع چهار روستای شهرستان طالقان جمعآوری شد. پس از جمع آوری دادهها ویژگیهای توصیفی جامعه آماری استخراج گردید. سپس، به منظور تعیین جامعه آماری در سطح نهادها، جامعه آماری نهادهای مرتبط با اکوتوریسم از طریق نمونهگیری گلوله برفی شناسایی شد. تجزیه و تحلیل دادهها با استفاده از نرم‌افزار تخصصی تحلیل ساختارهای اجتماعی UCINET6 و ترسیم گراف مربوطه آن از طریق Net Draw  انجام شد.   نتایج: 22درصد افراد میزان امنیت شغلی مرتعداری را زیاد بیان کردند. 7/60 درصد افراد نیز اعتقاد داشتند که به میزان کم و خیلی کم از نظرات مردم برای طراحی و برنامهریزی طرحهای مرتعداری استفاده شده است. در سطح کلان شبکه اجتماعی شاخص میزان تراکم شبکه در نهادهای شهرستان طالقان 22درصد، میزان دوسویگی پیوندها در نهادها 42درصد و انتقالپذیری پیوندها 17درصد بدست آمد که بیانگر تمرکز نامطلوب قدرت در بین نهادهای است. در سطح خرد شبکه اجتماعی نیز از بین نهادهای منتخب به ترتیب نهادهای فرمانداری و بخشداری بیشترین و کمترین مقدار شاخصهای مرکزیت درجه، مرکزیت مجاورت و مرکزیت بینابینی را به خود اختصاص دادند. همچنین مشخص شد که اکوتوریسم طالقان از بین کلیه نهادهای شناسایی شده عمدتا تحتتاثیر نهادهای فرمانداری، نیروی انتظامی و اداره میراث فرهنگی و گردشگری هدایت میشود. نتیجه گیری: وضعیت نا مطلوب بین نهادها در سطح کلان حاکی از میزان سرمایه اجتماعی پایین در شبکه نهادی منطقه است. همچنین از آنجایی که نهاد فرمانداری ارتباطات زیادی با سایر نهادها داشته است و سایر نهادها نیز با این نهاد ارتباط ایجاد کردهاند این نهاد در موقعیت تاثیرگذارتری نسبت به سایر نهادها قرار گرفته است. به عبارتی دیگر، نهاد فرمانداری دارای نفوذ اجتماعی بالاتری نسبت به سایر کنشگران است و میتواند نقش موثرتری در گردشگری مرتع و برقراری ارتباط با سایر بهرهبرداران محلی ایفا کند. به طور کلی میتوان نتیجه گرفت که سرمایه اجتماعی پایین و ناهماهنگی بین نهادها ممکن است بخش گردشگری مرتع را از جستجوی (دستیابی) منافع مشترک و هماهنگی با استراتژیهای آینده دور کند.   Background and objectives: In multipurpose use, the value of ecosystem services is shown through the coexistence of several types of activities, including animal husbandry and ecotourism. Shah Alborz rangeland also has the potential of multipurpose use with its ecotourism characteristics (plain, river, cave, etc.), while its dominant use is livestock grazing. Since the implementation of such an action is faced with some challenges from the institutions, this research was conducted with the aim of identifying the challenges and introducing a strategy for the use of ecotourism, as well as drawing a map of the Stakeholders in Shah Alborz rangeland. Methodology: The present study combines social networks and stakeholder analysis to assess the interactions between 23 stakeholders related to the ecotourism industry in rural Shah Alborz to provide insights into the effectiveness of stakeholder interactions. The information needed for this research was collected by distributing a questionnaire among the stakeholders and exploitations of 4 villages in Taleghan city. After collecting data, descriptive statistics were extracted. In order to determine the statistical society at the level of institutions, the statistical population of institutions related to ecotourism were identified and surveyed through snowball sampling. The data analysis was also done using the specialized software for the analysis of social structures UCINET6 and the corresponding geometric graph was drawn through Net Draw. Results: 22% of the people expressed the job security of ranchers a lot. 60.7% of people also believed that people's opinions have been used to design and plan grazing projects to a low or very low level. at the macro level, the density in the institutions of Taleghan city was 22%, the reciprocity was 42%, and the transivity was 17%, which shows the undesirable concentration of power among the institutions. At the micro-level of the social network, among the selected institutions, the governorship (FA-TA) and district administration (BA-KH) institutions respectively had the highest and lowest values of degree centrality, proximity centrality and betweenness centrality. It was also found that the tourism of Taleghan is mainly guided by the influence of the institutions of governorship, police and department of cultural heritage and tourism. Conclusion:  The unfavorable situation between the institutions at the macro level indicates the low amount of social capital in the institutional network of the region. Since the governor's institution has had many connections with other institutions and other institutions have also had relations with this institution, this institution has been placed in a more influential position than other institutions. In other words, the governorate institution has a higher social influence and can play a more effective role in angeland tourism and communication with other local users.
